In a world of over 190 sovereign states, how can the United States and its allies work to reduce the number of states that possess or could acquire chemical, biological, radiological, and nuclear weapons? Despite the disarmament of nations such as Libya and Iraq, the number of countries believed to have a nuclear, biological, or chemical weapons programme has remained relatively steady, at around thirty. Of more concern for counterproliferation experts is the fact that more and more terrorist groups have shown an interest in WMD. Utilising contributions from a wide range of experts, Davis and Schneider seek to document what happened throughout the 1990s and early 2000s as the United States reacted to this new threat. These selections provide an overview of the U.S. counterproliferation efforts during this period. Each chapter provides an analysis of how far the U.S. government has come in specific areas since the Counterproliferation Initiative of 1993, and what still needs to happen. The authors conclude that, while much has been accomplished, much work to slow proliferation, and provide defence against those who would use WMDs, still lies ahead.
