El objeto del trabajo es un estudio del personal que trabaja para las Administraciones
Públicas y los intentos de reforma que se han sucedido en los últimos años; muchos
de ellos no han superado la fase de estudio de los gabinetes de los ministros respectivos
y el reto que se plantea de cambiar de modelo en la política de recursos humanos
en la Administración española.

Abstract: A brief history of our Civil Servant System is outlined here. It begins with the approval
of the Spanish Constitutional Law and considers the different attempts of reformation,
including those merely analysed in Cabinets and those published in the Bulletin of
Parliament. And far beyond that, it briefly analyses the present situation and the
uncertain future of our Civil Servant Model, because of the invasion of Labour Laws
in the civil servant area.

Zusammenfassung: Der Gegenstand der Arbeit ist eine Studie der Arbeitspersonal in öffentlicher Verwaltung
sowie die Reformversuche, die sich in letzten Jahren gefolgt haben, aber viele
von denen nicht die Studiephase in den betreffenden Ministerkabinetten überwindet
haben. Dazu kommt auch die planierte Herausforderung, das Politikmodell der Personalabteilungen
in der spanischen Verwaltung zu ändern.
