Roderic Alley debates whether conflict within states has emerged as the Achilles Heel of the international community. Across numerous dimensions - ethical, legal, humanitarian, analytical and prescriptive - wars within states have tested the international political community and found it wanting. This study investigates the roots of internal conflict, what is meant by "the international community" and its responses to such events; small arms supplies and intervention controversies; human rights and international humanitarian law; refugees; the internally displaced; and post-conflict reconstruction. Utilizing a variety of case materials, the research finds internal conflict posing serious, potentially debilitating challenges to existing institutional, policy and analytical practices in international relations.
